   （以下简称通告），进一步规范农村宅基地审批管理工作，《通告》于11月7日起施行，具体如下↓

               为进一步规范我省农村宅基地审批管理工作，保障农民安居乐业，全面推进乡村振兴，根据《中华人民共和国土地管理法》《四川省〈中华人民共和国土地管理法〉实施办法》《中央农村工作领导小组办公室农业农村部关于进一步加强农村宅基地管理的通知》（中农发〔2019〕11号）等规定要求，现就有关事项通告如下：

               一、农村村民一户只能拥有一处宅基地。
            </span>
         </section>

         <section style="line-height: 2em;text-indent: 2em;">
            <span style="font-size: 16px;letter-spacing: 2px;font-family: PingFangSC-Light;">
               二、宅基地是农村村民用于建造住宅及其附属设施的集体建设用地，包括住房、附属用房和庭院用地。
            </span>

            <span style="font-size: 16px;letter-spacing: 2px;font-family: PingFangSC-Light;">
               三、鼓励农村村民住宅建设充分利用原有宅基地、空闲地等存量集体建设用地或未利用地，不占或少占耕地，禁止占用永久基本农田。
            </span>

               四、住房用地面积标准为：平原地区每人不超过30平方米，丘陵地区每人不超过40平方米，山区每人不超过50平方米。住房、附属用房和庭院用地总面积为每人不超过70平方米。3人以下的户按3人计算，4人的户按4人计算，5人以上的户按5人计算。宅基地所属地域类型，由县级人民政府结合国土调查、地形地貌等情况确定。

               五、新建（改建、扩建、翻建）住房、附属用房、庭院均不占用耕地的，在宅基地总面积标准内，住房用地面积可适当增加，增加部分每户不超过30平方米。

            <span style="font-size: 16px;letter-spacing: 2px;font-family: PingFangSC-Light;">
               六、民族自治地方农村村民的宅基地面积标准可适当增加，具体标准由自治州或者自治县制定。
            </span>

         <section style="line-height: 2em;text-indent: 2em;">
            <span style="font-size: 16px;letter-spacing: 2px;font-family: PingFangSC-Light;">
               七、扩建住房、附属用房、庭院所占的土地面积连同原宅基地面积一并计算。
            </span>

            <span style="font-size: 16px;letter-spacing: 2px;font-family: PingFangSC-Light;">
               八、鼓励农村村民在规定面积标准范围内，合理确定拟申请使用宅基地面积，节约集约用地。
            </span>

            <span style="font-size: 16px;letter-spacing: 2px;font-family: PingFangSC-Light;">
               九、坚决落实最严格的耕地保护制度，严格宅基地审批管理，加强动态巡查监管，依法查处未批先建、骗取批准、违建超占等违法行为。
            </span>

               十、本通告自2023年11月7日起施行，有效期5年。
