消委工作人员接诉后对该化妆品店进行了调查，备案资料上看未发现问题，但是该化妆品的外包装明确标识要进行皮肤过敏测试。该店工作人员在给消费者介绍、使用化妆品的过程中，没有告知消费者要进行过敏测试，导致消费者皮肤过敏受到了伤害。经营者未做到审慎义务，对消费者损失存在过错。经双方协商，达成调解协议，经营者向徐女士退还化妆品购买款，并赔偿消费者损失200元。

根据《消费者权益保护法》第十八条“经营者应当保证其提供的商品或者服务符合保障人身、财产安全的要求。对可能危及人身、财产安全的商品和服务，应当向消费者作出真实的说明和明确的警示，并说明和标明正确使用商品或者接受服务的方法以及防止危害发生的方法”以及第四十八条第一款规定，经营者提供商品或服务存在缺陷的，应当承担民事责任。本案中产品虽然不存在质量问题，但该店在给消费者介绍、使用化妆品的过程中，没有对消费者是否对化妆品过敏进行过敏测试，导致消费者皮肤受到了伤害，对消费者的损害存在一定过错，应当承担赔偿责任。
