            为进一步加强烟花爆竹燃放环境污染防治工作，努力实现“十四五”末基本消除重污染天气的目标，切实维护公共安全和人民群众生命财产安全，根据国务院《烟花爆竹安全管理条例》的规定和《四川省生态环境保护督察工作领导小组办公室关于进一步完善烟花爆竹禁燃禁放区划定工作的函》的要求，现就我县禁止燃放烟花爆竹有关时间和区域调整事项通告如下。

                一、常年禁放区域

            三、任何单位和个人不得在禁止燃放烟花爆竹的时间、区域内燃放烟花爆竹，或者以危害公共安全和人身、财产安全的方式燃放烟花爆竹。

            四、对违反上述规定的行为，由公安机关依据《烟花爆竹安全管理条例》予以处罚或者由综合行政执法局依据《四川省城乡环境综合治理条例》予以处罚；造成安全事故、火灾事故或环境污染事故的，由公安、应急管理、生态环境和综合执法等部门按照各自职责权限，依法追究其法律责任。阻碍执法人员执行公务的，由公安机关依法给予行政处罚；构成犯罪的，依法追究刑事责任。

请问你们再临时颁发这个禁令的时候，有没有想过，全县100多家商家几十万的货，过完年存放再哪里，如果在存放的过程中出现安全事故，算谁的责任！是相关部门，还是烟花公司，如果不准放，为什么不在零售店进货前就发布通告，现在货已经在手上了，过完年存放的安全事故谁负责！
